

The Suwon Hwaseong Cultural Festival is a modern reinterpretation of the historic royal procession that King Jeongjo personally planned and led in 1795 to celebrate the 60th birthday of his mother, Lady Hyegyeong-gung Hong.
Tracing the footsteps of this journey, the festival is held as a cultural and historical event bridging the past and the present. Inspired by the diverse events that King Jeongjo planned and that were recorded in the ใWonhaeng Eulmyo Jeongni Uigweใ (an official record of the royal procession) such as night military training 'Yajo', the 60th birthday banquet 'Jinchanyeon', the special state examination 'Byeolsi', and the banquet for the elderly 'Yangnoyeon'. it seeks to carry forward King Jeongjo’s vision and initiatives. The tradition is reimagined in a modern way.
Completed in 1796 under King Jeongjo’s filial piety (Hyo-sim) and his determination to build a prosperous and powerful nation, Suwon Hwaseong Fortress was restored based on the ใHwaseong Seongyeok Uigweใ (Official Record of the Fortress Construction). In 1997, Suwon Hwaseong Fortress was inscribed as a UNESCO World Heritage Site.
At this historic and cultural landmark, the Suwon Hwaseong Cultural Festival offers festivities for everyone to enjoy and experience.
King Jeongjo’s Royal Procession was a grand 8-day journey in 1795 (Eulmyo Year), undertaken by King Jeongjo, the 22nd King of the Joseon Dynasty, to celebrate the 60th birthday of his mother, Lady Hyegyeong-gung Hong. It was also intended to pay respects at the tomb of his father, Crown Prince Sado (Hyeonnyungwon, now Yungneung in Hwaseong). The 8-day royal procession began at Changdeokgung Palace and continued all the way to Hwaseong.
King Jeongjo’s 8-day procession in 1795 (Eulmyo Year) was filled not only with deep devotion to his parents but also with compassion for his people.



As he was leaving the palace, he looked into the lives of the people firsthand, addressed their grievances through the Gyeokjaeng system (petition system), and enriched the journey with events such as the Jinchanyeon (royal banquet), the Byeolsi (special state examination), and the Yangnoyeon (banquet for the elderly).

In 1975, 180 years after the royal procession, a high school in Suwon held the first reenactment of this historic journey with over 300 students to honor King Jeongjo’s legacy. Since then, the event has gradually grown in scale, passing down the tradition.
Evolving beyond a simple reenactment, it has grown into a festival enjoyed by all. Today, King Jeongjo’s Royal Procession extends beyond Suwon to include Seoul, Hwaseong, and other local governments, jointly reenacting the 59 km route of the 1795 journey. The procession is now striving to become a global cultural event.

In 2024, the Suwon Hwaseong Cultural Festival was chosen as a ‘Global Festival’ by the Ministry of Culture, Sports and Tourism of Korea, receiving national funding support. This is the result of being recognized as a promising global cultural tourism program that highlights its historical and cultural value, staged at the UNESCO World Heritage Site Suwon Hwaseong Fortress.
A Step Toward Becoming a Global Festival
Since its designation as a Global Festival, the Suwon Hwaseong Cultural Festival has carried out a wide range of initiatives to attract international visitors. These include overseas promotional campaigns, improved accommodation services, multilingual guidance systems, and tour programs designed for international visitors. In addition, it has continually expanded accessibility to international audiences and the diversity of its programs by strengthening international exchange and cooperation with overseas festivals, along with global marketing efforts.
