The festival, established to commemorate the UNESCO World Heritage Site Suwon Hwaseong Fortress and King Jeongjo’s vision for reform, began as a joyful celebration for the people of Suwon.
Over the past six decades, it has expanded by going through stages of introduction, growth, and cultural maturity, eventually emerging as a large-scale global festival.
Originally called the 'Hwahong Cultural Festival,' the festival took its name from Hwaseong Fortress’s iconic Hwahongmun Gate. Following the fortress’s inscription as a UNESCO World Heritage Site, the festival was renamed the 'Suwon Hwaseong Cultural Festival.'
The joint reenactment of King Jeongjo’s Royal Procession was first held in 2016 to mark the 'Visit Suwon Hwaseong Year.' Suwon City has pursued various initiatives to introduce the fortress’s historical value and beauty, and as part of these efforts, the royal procession was reenacted for the first time in 221 years, extending from Seoul to Suwon.
During the reenactment, the royal procession covered a total distance of 47.6 kilometers, involving about 3,100 participants and more than 400 horses, making it a truly large-scale event.
Suwon Hwaseong Fortress, constructed under King Jeongjo, the 22nd King of the Joseon Dynasty and son of Crown Prince Sado, was founded on his deep devotion to his parents. Designed through the meticulous planning of scholars of the time, the fortress represents a remarkable blend of Eastern and Western military architecture. In December 1997, Hwaseong Fortress was inscribed as a UNESCO World Heritage Site. Much of its original structure has been preserved in its original form to this day. For instance, the Suwoncheon stream still flows through the Northern Water Gate (Hwahongmun), with the street grid connecting Paldalmun gate, Janganmun gate, Hwaseong Haenggung palace, and Changnyongmun gate forming the main framework of Suwon’s present urban street network, just as it has for 200 years.
The 60+1st Suwon Hwaseong Cultural Festival was a global, historic cultural event representing Korea beyond Suwon. It was held at Suwon Hwaseong Fortress, which was built on King Jeongjo’s deep devotion to his parents and his vision for building a wealthy, strong nation. Visitors enjoyed historical and cultural programs that reinterpreted the four days of the 1795 royal procession in Suwon while exploring the fortress and King Jeongjo’s urban reforms.

60주년을 맞이한 수원화성문화제는 더욱 풍성해진 문화예술콘텐츠 구성되며 '수원동락(수원시민이 만들고, 모두가 즐기는축제)'를 주제로 시민이 참여하는 시민중심축제로 개최 되었습니다.

쉼 드림(Dream), 꿈 드림(Dream)을 주제로 과거 정조대왕이 어머니 혜경궁 홍씨에게 쉼을 드리고, 백성들에게 꿈을 줬듯 코로나 19로 단절된 일상에 지친 시민들에게 쉼과 꿈을 줄 수 있는 위로의 시간을 마련하고자 했습니다. 그러나 방역지침 강화되고 사회적거리두기가 격상되며 축제를 취소하게 되었습니다.
